THE CONSTITUTION OF THE BANGLADESH AWAMI LEAGUE
43. The Primary Members of the aforementioned Village/Ward Awami League shall be deemed to be the councilors of each branch. 44. Each office bearer & Member of each union, municipal or unit Awami League shall pay the triennial subscription at a rate of Tk.10.00 (Taka Ten). 45. For meeting of the Council of District, Metropolitan City, Upazilla, Thana, Municipal, Union and Ward Awami League and Executive Committee sections 15 & 23 of the constitution shall be applicable. Organizational discipline 46. a) If any member takes part in activities against the ideology, aims, objectives, Constitution, rules, or interest of the Bangladesh Awami League or if he works against the Bangladesh Awami League Council, Executive Committee, parliamentary Board or Parliamentary Party, the Bangladesh Awami League Executive Committee shall have the right to take any punitive measures against him on the ground of breach of discipline. b) An appeal may be made to the Bangladesh Awami League National Committee against punitive measures of the Bangladesh Awami League Executive Committee through the General Secretary of the Bangladesh Awami League and, in such case, the decision of the aforementioned National Committee shall be final. c) Giving a receipt to the appellant, the General Secretary shall accept the petition for an appeal and shall be obliged to submit it to the National Committee. Otherwise any member of the National Committee, after taking the permission of the President, shall have the right to raise the matter for consistration and taking a decision in the matter. d) The National Committee shall submit such an appeal within seven days of the call of the meeting, to the General Secretary. The General Secretary, in such cases, shall include the aforementioned matters in the list of agenda of the National Committee. e) The General Secretary shall send a notice, by registered post, to the person, charged with violating discipline, allowing him a chance to show cause within a reasonable time. f) On receipt of a written of allegation regarding breach of discipline against any member from member of any lower branch of the Bangladesh Awami League or by any member thereof, the Thana Awami League shall send the aforementioned letter of allegation along with its recommendations to the District Executive Committee. The District Executive Committee after, taking decision in this mater shall send it to the Bangladesh Awami League Executive Committee through the General Secretary of the Bangladesh Awami League to consider the matter and to take the final decision. Beside, if the Distrcit Awami League itself feels it necessary to take punitive measures against any of its members, it shall, after taking its decision in the committee, cause the matter to be transmitted through the medium of the General Secretary, Bangladesh Awami League, to the Bangladesh Awami League Executive Committee to consider and take the final decision on it. g) The power to impose final punishment against any member of the organization shall be vested only in the Bangladesh Awami League Executive Committee. But, in such case, the section 17 (f) shall not be excepted. h) Every branch Awami League shall take approval from its immediate higher branch. Beside, the Bangladesh Awami League Executive Committee, if necessary, shall have the right to give its direct approval to any Branch Awami League. i) If any organizational dispute or disorder arises within any Branch Awami League, the superior Branch shall have the right to settle the matter. An appeal to the Bangladesh Awami League Executive Committee against such a settlement shall lie and, in that case, the decision of the Bangladesh Awami League Executive Committee shall be final. j) Any Branch Awami League shall have the right to relieve any of its office bearers or members from their respective posts or duties for any activities contrary to the interest, ideals, discipline and also, the Constitution and Declaration of the party. But the approval of the higher Branch shall be necessary in the matter and such a decision shall be taken on the basis of consent / approval of the two-third majority of members of the branch concerned at a general meeting. The higher branch shall apprise the branch concerned of its decision within next one month; otherwise it shall be considered that they are unanimous in the matter. k) Any member shall be expelled finally only when after investigation he is adjudged to be guilty by the Central Committee after the District Committee has made recommendations for such expulsion and, if his guilt is not proved, his punishment shall be remitted. The Executive Committee shall take the final decision within three months; otherwise his punishment shall be deemed to be remitted. l) Any member standing against the party candidate in the national Parliamentary election shall be directly expelled from the party and those who shall oppose the party candidates shall be expelled from the main party or associate organization after investigation. The Organizational Election Tribunal 46. The Bangladesh Awami League Executive Committee shall have the right to form a 7-member tribunal including a convenor to settle the electoral dispute of the organizations and to confer any power upon the tribunal in this regard. An appeal may be made to the Executive Committee against the decision of this tribunal. The decision of the Executive Committee shall be final. Awami League Fund 47. a) Subscription at a rate of Tk.20.00 (Taka twenty) from each councilor; b) Monthly subscription at a specified rate by each of the office bearers and members of the Executive Committee; c) Monthly subscription at a rate of Tk.200.00 (Taka Two Hundred) by each elected Member of Parliament belonging to Bangladesh Awami League; d) Approval fee of Tk. 100.00 (Taka one hundred) by each District Awami League; e) Sale proceeds of newsletters, booklets, magazines, and other publication of the Bangladesh Awami League; f) Donation/Grant given at a time; g) Money collected by organizing cultural programs; h) Money collected by organizing social programs; i) Aid and Money collected through exhibition; j) Part of the triennial subscription payable for enrolment and renewal of Primary Membership. Treasury Fund of the District and Metropolitan City Awami League 47. (1) a) Triennial subscription at a rate of Tk. 20.00(Taka twenty) by each of the members of the District or Metropolitan City Awami League Council; b) Approval fee of Tk. 50.00 (Taka fifty) by each Thana, Municipality Awami Leagues in the District and by each of the Ward Awami Leagues under the Metropolitan City Awami League; c) Fixed monthly subscription by each of the office bearers and Members of the Executive Committee; d) Subscription at a rate of Tk.100.00 (Taka one hundred) by each Member of Parliament belonging to the Local Awami League; e) Donation/Grant given at a time; f) Portion of the subscription payable for Primary Membership and its renewal. Fund of the Upazilla/Thana Awami League 47. (2) a) Triennial subscription at a rate of Tk.10.00
(Taka ten) by each councilor; c) Monthly subscription at a rate of Tk.100.00 (Taka One Hundred) by each Member of Parliament belonging to local Awami League; d)Monthly subscription by the office bearers and Members of the Upazilla/Thana Committee; e) Donation/Grant given at a time; f) Part of the triennial subscription payable for Primary Membership and its renewal. Fund of the Union, Municipal, Ward and Unit Awami League within Metropolitan City Awami Leagues 47. 3. a) Monthly subscription at a fixed rate by the office bearers and Members of the Executive Committee; b) Triennial subscription at a rate of Tk.10.00 (Taka Ten) by each of the office bearers and members of the Executive Committee; c) Triennial subscription; d) Donation/Grant given at a time; e) Part of the triennial subscription payable for Primary Membership and its renewal. Fund of the Awami League Parliamentary Party 47. 4.a) Monthly subscription at a rate of Tk.200.00 (Taka Two Hundred) by each member of the Parliamentary Party according to sub-section 28(e); b) Donation/Grant given at a time; c) Triennial subscription amounting to Tk.5.00 (Taka Five), payable for Primary membership shall be distributed at the following rates among different branches;
Management of the Awami League Treasury Fund 49. Proper accounts shall be maintained of the income and expenditure of donation or subscription, accepted by the Central, District, Metropolitan City, ward, Upazila/Thana and Union or Municipal Unit of the Bangladesh Awami League. Money collected shall be deposited in any schedule bank of Bangladesh. Money deposited in the banks shall be withdrawn under the joint signature of the General Secretary and the Treasurer of each branch. The General Secretaries of all Units shall audit the account of their income and expenditure of their respective unit prior to the triennial council and present them in the meeting. The Election Commission 50. a) An Election Commission comprising a Chairman and two Members shall be elected at every level of the organization. The Chairman of the Commission and two Members shall not be permitted to contest in the election at the level concerned. b) All District, Metropolitan City and upazila/Thana Branches of the Bangladesh Awami League shall constitute the Election Commission in their respective triennial conventions according to section 50 (a). c) The Election Commission shall work independently, frame rules in order to conduct the election properly and shall implement it. d) The Election Commission shall preserve the list of the councilors concerned and publish it according to rules at the proper time. e) Following the declaration of the date of the triennial election council, the Election Commission shall declare the election schedule of the Units concerned in a logical sequence. f) The Election Commission, according to the declared Election Schedule, shall declare the final list of candidates and ensure fair elections for each post of office bearers. The Commission shall submit the list of the latest elected office bearers for final approval of the Councilors. g) If any vacancy occurs in the office of the Chairman of the Council or of any member thereof, the executive committee concerned shall fill the vacancy immediately. |
