The land recording and mutation is a state service. But the BNP-Jamaat government turned this service into a breeding ground for the corruption of thousands of crores of money. From 2001 to 2006, the BNP-Jamaat leaders and activities created a chaotic situation in the land sector through both fake and original mutations for taking bribes from service seekers. They often occupied people’s land with fake mutations in their names by syndicating with the land office staff. But now the current Awami League government has brought back disciplines in this sector by launching the e-mutation system.

The daily Ittefaq on July 4, 2006, published news about the anarchy in the land sector during the BNP-Jamaat government. The report said that ordinary people could not register their names without paying money. Even if the land is pure, people had to pay Tk 5000 for one decimal for the original mutation, and Tk 10000 for a fake mutation in the case of the disputed land. The Hindus were even charged twice as much as the Muslims.

The BNP-Jamaat activists used to forcefully grab the land of the real owner through fake mutations. Thousands of cases are still pending for years. However, the current government introduced e-registration of land to protect real land owners from such traps and anomalies. Even the Awami League government is framing a new law that stipulates that the land belongs to the deed. It aims to prevent anyone from forming a syndicate with the land office staff and misusing the muscle and political power to grab the lands of ordinary people.
