During the BNP-Jamaat alliance regime from 2001 to 2006, Dhaka’s top terror groups used to get contracts and tenders worth thousands of crores of taka from the Water Development Board (WDB) and the Road Transport and Highways (RTH) department. Soon after coming to power, the coalition government released these top terrorists on the instruction of Tarique Rahman. Of them, Tarique took control of Dhaka's underworld through Tokai Sagar, who was even given the post of BNP’s Dhaka Metropolitan unit joint general secretary by Tarique Rahman.

The infamous Hawa Bhaban controlled tenders across the country through these terrorist gangs who built a syndicate to get the contracts for all construction works from WDB and RTH. A large share of the money went to Tarique Rahman, the 'Prince’ of Hawa Bhaban. This is how Tarique got a commission of around Tk 5000 crores through tendering during the five years of the BNP-Jamaat government. He smuggled this money to several countries, including Malaysia, Singapore and Panama.

The daily Janakantha published a report on July 30, 2006. The newspaper reported that three groups of armed terrorist faced-off with the tender of Tk 2100 crores of WDB and RTH. A tense situation prevailed in Dhaka's underworld regarding the tender as every group wanted to get the contracts at any cost. They were not willing to pay commission to any group other than 'Hawa Bhaban'. This is how Tarique Rahman used to receive commissions of thousands of crores of taka from Hawa Bhaban.
