During the BNP-Jamaat coalition rule, their party leaders and activists embezzled thousands of crores of government money by tender manipulation across the country. Khaleda Zia's MPs and ministers directly intervened in the government institutions for such anomalies. Jamaat Amir Motiur Rahman Nizami recommended the government unduly for selling mill properties at a low price to his nephew as many as five times while he was the industry minister. And Nizami's nephew Bakibul Islam embezzled Tk 25 lakhs from his friends by showing the recommendation in black and white.

The Prothom Alo, on May 8, 2007, reported that steel and iron materials trader Mizanur Rahman started business in partnership with Nizami's nephew Bakibul. Bakibul took Tk 25 lakhs from him on various pretexts from 2005 to 2006. But in the end, it didn't work, and Bakibul did not return the money as well.

So Nizami strongly recommended concerned authorities for five times to sell the state-owned Chittagong Steel Mill’s machinery, iron ore, motors, wire and etc, which was halted in Chittagong for bidding procedures, to ZNM Enterprises, a company of his nephew and his friend.

Meanwhile, businessman Mizanur wanted his money back from Bakibul as he did not receive the work order even after 15 months. Then Nizami recommended it again in June 2006. But as the term of the government was coming to an end, the administration was afraid to issue urgent orders. BEPZA’s engineering department revealed that - it was not possible to sell these products without a tender.

Nizami's strong unfair recommendation came to light during the caretaker government. Nizami then said, he recommended it 'in good faith' but his Bakibul said that if there was bidding, the price would have been lower. So they wanted to show patriotism by helping the government by purchasing at a higher price without tender!
